it can depend on the viewer/listener.
Progressive house tends to still be house in that it`s mostly bassline/beat driven, but it has some trancey stuff added. But usually that plays a lesser, or complementry role.
Whereas in trance, the melody or synths or breakdown is the focus of the song.
If you listen to stuff from Whoop! records (makers of some of the best progressive house around), then listen to a trance song, you can clearly tell the difference
