Legislation has been introduced in the Senate that would modify Title 21 U.S. Code Section 856 (aka the "crack house law") so that prosecutors could more readily use the statute against venue owners, managers, promoters, and others. Citing "mixed results" in the New Orleans case and other cases, Senator Biden introduced S.2633 "to tailor [the crack house] statute more precisely to the problem at hand" (i.e. target raves.) Biden`s legislation would expand the definition of what is considered a criminal act under 21 U.S.C. 856 and add civil liability damages ($250,000 minimum) to the existing criminal penalties (up to 20 years prison and/or $500,000 fine.) This legislation could have a devastating effect on the electronic dance music scene.Senate Bill 2633 has been put on the Legislative Calendar under General Orders thus bypassing the usual period of debate and comment. The full Senate could vote on the bill as early as Monday July 8th, 2002. Act now and let your elected representatives know that you oppose this legislation. The ideas behind this bill frighten me and other rights I have as a citizen of the United States. The right I`m most afraid of loosing is my ability to choose to organize with a specific group of people and express myself among a specific group of people.
I am an active party "Rave" goer and I also video jockey at a few smaller parties. I have been going for some time in the Midwest. I`m not sure where a lot of the information named in this text came from but much of it seems very extreme. temperature and makes the user extremely thirsty, so they sell bottles of water for $5 or $10 apiece. Some even shut off the water faucets so club goers will be forced to buy water or pay admission to enter an air-conditioned "cool down room." (Mr. Biden Intro. statements for s.2633)

The last party I went to was June 29th 2002 it was in an abandoned building the promoter went to Sams Club and purchased cases of water due to the fact that the utilities were not connected. And if you recall it was a very warm and humid night in our area. (It was in Wisconsin)
A bottle of water cost 2 dollars and a 24 oz bottle of Gatorade cost 3 dollars. While entrance fees cost 20 dollars. These prices were very fair and if they were too extreme people would just leave.
I do not touch the drug side of the culture, though I will talk and become friends of those who do. I was raised by a loving family who were active in drug related ways in the 70`s and taught us the importance of making our own decisions and also teaching us that letting drugs get involved in our life is a very negative thing.
I do get involved with people who also enjoy the same music and atmosphere that I do and it is great finding a place just to talk about the music and things going on within our own "community". I can meet people from all over the united states (yes I met people from MI at the last one I was at and we both were able to begin to talk as if we`ve been friends for years.
I would say ages of attendees range between 15-40 years old with the majority in the lower 20`s
Recently the changes of Mayor Daley has made to Chicago`s law has bothered. Even smaller get-togethers that we once did are now illegal. These were a max of 20 people in an apartment listening to various DJ`s spin (compose music in a continuous way as to where the songs become seamless) and share techniques of DJ`ing.
This bill seems that it will only attack the very large "raves" or promoters but the parties have already been affected and the passing of this bill will further step on my right to organize and share ideas.
It is very interesting if you read the second to the last paragraph of Mr. Grassley`s introductory statements beginning with owners "knowingly and intentionally" either use or allow to be used but you read in section 2. paragraph 4 events as alcohol-free parties that are safe places for young adults to go to dance with friends, and some even go so far as to hire off-duty, uniformed police officers to patrol outside of the venue to give parents the impression that the event is safe.
This seems very contradictory and can be used very openly. The introductory statement mentions that the steps are already done to portray that their events are alcohol-free and the like but then why is section 2 paragraph 4 needed?
I`m not a lawyer, just an engineering student. But to me this seems that if a promoter even takes the steps to say that it is a drug-free place that he/she cans still be up on federal charges for having that party.
I am very curious to know how many congressmen have gone to a rave to state the findings. I`m sure they send they`re "experts" to gather information but I`m pretty sure that it is very one sided.

PLEASE READ - ANTI RAVE BILL!!!!!! - 2006/06/18 04:43 bit better. oh well i think it gets the point across.. but be sure to consult your congressmen about the ideas they are REPRESENTITIVES of the people of your community, and are elected and paid by you to listen to you. read the article here http://www.emdef.org/bills_us/2002/s2633_rave_act_2002.html and at the top it says write your congressman. and do so. its one thing to read something your against, its another thing to talk to the right people to do something about it. fortunately the site is set up to listen to our ideas and feelings about a specific subject and gets our oppinions into the hands of people who make the laws.. but rember your not talking to alt.whatever.... your talking to law people and you should be thankful for them to give you the courtesy of reading your letter, please, be professional in your letters. tlivingd
